Sorry to say, it could be one of a half dozen reasons, some of which will require a gunsmith to check out and possibly fix. I'd strongly recommend a trip to your local gunsmith. Check with your local gun shop. They'll know how to find one.
Welcome to the forum. So its a 270 Winchester caliber but which rifle is it? Does the primer have an indention on it like its been struck? Have you tried different ammo? Can you see the firing pin and does it look normal?
Is this rifle new to you? Have you ever fired it or seen it fired? Without being insulting, any chance that the safety is on? Many rifles will let you manipulate the bolt with the safety on.
