SANTA ANA - Some 146 Orange County residents with permits to carry concealed weapons have been told they do not meet new criteria to have their permits renewed, a sheriff's captain said Friday.

The Orange County Sheriff's Department is reviewing a list of 1,024 people with the permits and has completed names beginning with letters A through L, said sheriff's Capt. Dave Nighswonger.

The notices give the permit-holders 30 days to provide more information that might persuade authorities they should be allowed to carry concealed weapons, Nighswonger said.

Under the new criteria, people must show there is a credible threat against them, and that they need to carry a concealed weapon to protect themselves.

On Tuesday, Sheriff Sandra Hutchens told the Orange County Board of Supervisors that she has tightened criteria in the face of a perception that her predecessor, ex-Sheriff Michael Carona, handed out concealed weapon permits as political favors. She told the board that she has not yanked any licenses so far.

Nighswonger said that several of the permittees notified have submitted additional information, but some did not meet the new requirements. Some people cited Second Amendment rights, or indicated they are avid shooters and carry weapons frequently to firing ranges. Neither of those reasons meet the requirements, Nighswonger said.

"It really comes down to a credible substantial risk to safety," Nighswonger said.

I read the pages of comments on that clip and they're all filled with deep ugly HATRED from black and whites. Why do people riot? What does it get them? It is the very people causing this rioting that are creating the hate. Have to tell you that I never 'got it' that this presidential race is actually about color. Half of Obamas supporters support him because he is part black. If he loses we could have a huge racial problem and lots of rioting. What world do I live in? You guys have been saying to load up on ammo but I never comprehended the WHY. Neither the blacks or the whites have matured much since Lincoln's time.

Watch out several of the City Chiefs were whining about it. I saw it in the paper and sent my local rep a pre-emptory e-mail and he gave me about the snoughtiest most arrogrant reply possible. I'm now writing letters to the editor explaining why he is so bad for our district.

The chiefs sound like they are lobbying heavily to change the shall issue provision. Haven't seen anything out of the legislature yet but after they are re-elected then that is when they would go for it, unless of course some vital issue like gay marriage gets in the way. They don't seem to worry much about the deficit they created so that minor issue won't slow them down.

I'll carry anyway if I have too. A lot of the police chiefs here are ok with no permits like Vermont. I don't think we'll lose the shall issue. If we do though I'm moving.
