I found a clear online photo, it would appear to have caps. They should be the normal lefty-loosie, righty-tighty. Be very careful with threads, they are usually very fine threads and easy to cross-thread starting them on. The scope dates to the 1960s.
I have a couple of old Redfield Widefield Scopes and they are like any other caps. If they are hard to remove try heating with a hair dryer as someone may have used Loctite for no good reason.
